Biography

Rayan Hamila is the Executive Vice-President he MEA Institute for Strategic Studies. He joined the founding of the Institute on the conviction that the Middle East and Africa must invest in independent knowledge production and in their youth as strategic assets; and that both are inseparable from the region’s capacity to shape its own future.

At the Institute, he has worked to build the operational foundations that allow the Institute’s global network to function, produce, and grow. His work sits at the intersection of strategic vision and execution, translating high-level objectives into actionable structures.

Rayan Hamila has served as a Parliamentary Assistant to the Committee on Foreign Relations and International Cooperation of the Tunisian National Assembly, where he contributed to legislative research on international cooperation and supported the committee’s engagement with foreign delegations. Trained first in advanced mathematics and the sciences before completing a dual degree in economics and political science at La Sorbonne, he brings to policy work both analytical precision and structural fluency. He holds advanced degrees from INALCO, France’s national institute for oriental languages and civilisations, and the Universität Basel.
